Warwick, Aberdeen Business School, Dundee in the U.K. There are some interesting energy and resources-focused programs in Canada too (Calgary and Alberta for example)
Some great U.S. programs also have a strong energy component (faculty, location, student clubs, etc.), just not a formal concentration. Here I would include Berkeley, Michigan, and Rice, among others.

Global Energy MBA program at Warwick Business School
The Oil and Gas MBA program at Aberdeen Business School
Dubai branch of Cass Business School
The University of Texas McCombs School of Business
Worldwide:
- BI Norwegian School of Management
- COPPEAD Graduate School of Business at the Federal University of Rio de Janiero
- University of Houston's GEMBA program in Beijing
