Please evaluate my profile and requirements, and suggest.
I am an indian student, I am not sure how to convert percentage to GPA as different websites give different criteria.
So please help with conversion too. My percentages are below.
I cannot shell out more than 40,000 $, so i want to apply for schools which give tuition waiver along with no-cosigner loans if needed. Also, i would like to work in USA for sometime after graduation at least till i repay my loan.
I want to apply to 3 universities, i am considering

GMAT: 740 (quant 92%ile 50, verbal 92%ile 41, over all 97%ile)
Secondary School: 81.2 %
Intermediate(2 year): 88.1%
Engineering : 79.2%
1st job: Worked with CTS (Cognizant technology solutions) as programmer analyst for 18 months.
a)Transferred two modules of a project from Client SMEs to the offshore team.
b) And created two base documents based on client meetings.
M.A political Science 2 semesters (dropped out in the 3rd semester): 8 subjects, received A grade in all 8 subjects.
dropped out in 3rd semester.
Received achievement award of approx: 100$ (as per then prevailing exchange rates) for standing first in the class.
2nd job: Working as a junior manager(Electrical) at VIZAG STEEL, a government owned production unit in India.
1) Worked as on field in charge for commissioning of two projects; I lead 3 teams of 3 people each and coordinated their work to finish project in time.
2) Researched on the condition of Electrical equipment of 31 locomotives and submitted recommendations for locomotives which need immediate attention and need to be upgraded.
3) Also identified a flaw in the procedure of measuring an electrical parameter and prescribed a new procedure which is more accurate.
Extra curricular:
1) I have played the pivotal role in organizing freshers party to juniors and farewell party to seniors while in engineering college.
2) I helped a PH.D student from nagaland in her interviews with local people.
3) I have mobilized people across the Humanities' departments to collect money for relief of flood victims. Collected 20,000 rupees and deposited in Prime ministers relief fund.

From what I understand, you have to be very, very, very, very lucky to get a tuition waiver, especially at those top schools.
Like if you were a poor refugee who worked his way up and have a sad story to tell, then maybe you'd get one.

It's not realistic to expect a tuition waiver from a school like this. Try one of the national universities in Taiwan if you want a free MBA.

Why dont you try some business schools in india itself. Your profile may land you to a good business school in US but chances of getting scholarship is very remote. And by the way asking for something free of cost sounds very cheap.

It is possible to get a waiver, but very tough. I applied to 15 schools with my 740. I was accepted to 11, and got some sort of funding from 9, ranging from 10% off to 100% + $25k living expenses. Most programs that offered $$ were around 50% of whatever their tuition was, with the best and worst programs being stingiest (they didn't need to impress me or didn't have the $$/wherewithall to). I'm a US citizen with a fairly normal background--white middle class guy with PM experience. As an Indian, it will be an even longer shot for you I imagine.
If funding is really important, my advice is to invest heavily in the application phase, applying to 20-30ish schools in the range that you've currently targeted. Look closely at schools with good reps in places unpopular to live and work (midwestern US, rural locations, religiously associated schools, etc.). It will cost you around $7k US to do the apps to that many schools, but not a bad investment given scholarship odds, IMO.
