I am looking for a short 9 or 10 months long program on Management, be it MS in general management/ Management/Business management/Global management/IT management.
I just want to gain a holistic business/management knowledge along with my MSc in HR, so this masters in management needs to be as short as possible and preferably as cheap as possible, but not the ones completely unheard of, somewhere in Egypt or Africa, but somewhat decent ones would suffice.
Please advise me on the same.

Look at the FT ranking for MSc in management courses and add in the column that shows tuition fees.

I think you should refine your career goals. If you're just looking for more management knowledge, do you really need another masters degree? There are a ton of management fundamentals courses, many of which are fairly short, offered by many business schools.
Even something like this online mini-MBA from Rutgers might work, if all you want to do is gain more management knowledge:
