I need some help with a big decision. I have admits from Notre Dame and Duke, and don't know which one to pick.
Notre Dame is offering me a scholarship which makes it a really good value. Duke is not offering me anything.
I'm inclined to go with Fuqua because I want to go into a consulting job. But I would like to know if it's worth the extra investment, because I know that Notre Dame also places people into consulting.

Your inclination towards Fuqua is well founded, go for it!

Yes, Fuqua is the better school in terms of consulting placements. Fuqua grads also tend to make more money post-MBA than Notre Dame grads, so your additional investment would most likely pay off at some point, and your long-term earnings would be much higher than if you went to Mendoza.
A reason to go to Mendoza, though, is if you were looking for niche consulting jobs (IT consulting roles, for instance).
