I am seeking an online MBA programme from a reputable University in the UK with a price that is below 20K.
I found the University of Liverpool and Aston University meet my budget. UoL will cost 15K while Aston will cost 18,700. I found also that Aston's ranking is higher than UoL in many sources. Do you think Aston is better than UoL?
My specialization is in HR with 15 years of experience and I am in a managerial position seeking to acquire wider knowledge about the business aspects, and I aim to study for MBA and then DBA preferably with the same University.

A DBA will not help you acquire wider knowledge. A doctorate is about creating a small extension in one very narrow niche field of business theory. There is no utility in having an MBA and DBA from the same school.
Neither of these are excellent schools, and if your budget is limited then the Illinois and Boston MBAs are much, much better.

Yes, Gies College of Business is the business school of the University of Illinois Urbana-Champaign.
