I would be appearing for GMAT by the last week of August 2015, w.r.t 2016 Admissions. (In the middle of prep now).
I'm on the lookout for a B School which offers a Full time MBA in Communications.
Post MBA, I'd like to work/settle down in the country I get a job offer; looking out for a B School/Location which are not so stringent when it comes for work permit, etc.
Scholarship availability/Tuition Fee is also another important factor for me.
Any suggestions?

So, what are your actual career goals, with an MBA in communications? If you're looking at careers in PR or the like you'd probably be better off with a marketing-focused MBA.
I know that Johns Hopkins offers a dual MBA/MA in communications, but I'm really not sure who would need this robust of a degree. Perhaps if you wanted to work in risk communication or crisis management, but then, why would you need an MBA?

I was thinking more like a management oriented job linked to communications.

I don't think you'll find a specialized MBA in communications. Not sure if you'd actually need a specialization, really. And it would ultimately depend on what specific roles you'd be looking at: if it's external communications, as in PR/advertising or the like, perhaps a specialized program in marketing, or an MBA like Wharton, whose faculty has a lot of marketing expertise, might be a good bet.
However, many top MBA programs have enough electives in communications, though, which can help, I suppose, to round out your profile. Look at NYU, which has a bunch of electives in coaching, communications, etc.
