You can also look into Oklahoma - Price; they have an energy concentration, and a good number of grads go into the oil industry.

I am from Turkmenistan and I want to do my full-time MBA in international business focused in oil and gas sector in the US. If I had choice to choose between Rice University and University of Houston, which one whoud you recommend me to choose?

All other things being equal, Rice - Jones is the typical choice, since it's ranked in the FT and in Businessweek; while Bauer is not. Also, the post-MBA salary is generally much, much better at Jones. In terms of pure ROI, this is undoubtedly the best choice.
What Bauer has going for it in this area is its diverse range of certificate options: you can choose from these: Economics of the Energy Value Chain, Energy Finance, Energy Investment Analysis, and Energy Risk Management.
I suppose that if your career arc was such that you needed more specialized content in one of those areas, and you for whatever reason were unconcerned about ROI, then I suppose the Bauer program would work.
