In general sense, Insead definitely! However, you will have to devote 100% into the course, whether it's networking or job search, to justify the price that you will pay. If you are satisfied with looking a decent job in Singapore, I think NUS with full scholarship is more worth it.

Yes, of course I noticed the scholarship but difference in the lifetime value of the two schools is much bigger than the value of the scholarship. See The sad facts about scholarships http://www.find-mba.com/board/37055
As yipkc says, if you want to restrict your career to Singapore then perhaps NUS is fine but you would be discounting your future options.
