These vocational schools outside the university sector issue non-academic diplomas described as doctoral degrees. Neither of these will be recognized as a real research doctorate. These are microbusinesses with no academic leadership.  IBAS looks less ridiculous, and it's worth searching this site to read the discussion on IBSS (and, indeed, see LinkedIn: it has no academic staff). I have no idea what your goals are, but neither of these can be the best route.

Please advise me, if I study OTHM Level8 Diploma is it worth ?
Knowing it's the same  DBA cost , Is it equivalent to DBA ? and has its scientific weight ؟
Does it have international recognition ?

This is a vocational qualification, not an academic one. I can't imagine anyone saying that this is equal to a doctorate. The level 8 diploma aims to equip people to apply existing analytic and evaluative theory to their business challenges. An academic doctorate aims to create new theories by expanding the boundaries of scholarly knowledge.

U Montreal teaches in French. It has only ten doctoral programmes where English is an option: they are in the natural sciences and computing. 

Please, i need more information about MBA at IBAS, i see that this conversation about 8 months ago and i think you may got more about that organization, does it certified as an academic degree or just scam??
