Take a look at https://find-mba.com/lists/top-business-schools-by-location/top-10-budget-mba-programs-in-europe
With your limited budget, it might be better for you to find a master of science degree at a good school.

What languages do you speak?
The list that Duncan shared is a good one - UC3M and MIB stand out - but if you're looking to work in one of those countries, have a knowledge of Spanish or Italian would be ideal. CEU is a great value as well, but I'd ask the school directly about how many non-Hungarian students are able to land work in Europe after graduating.

CEU is also being attacked by the government.

If you increase your budget a bit you could look at Durham or Strathclyde... I wouldn't go much lower than that for UK schools honestly.

Good point. The school will be in Budapest at least through 2018-2019, but at this point it's unclear whether it will persist beyond that. A risky venture, at this point.
