Hi,
I am currently looking for a MBA / Master in fashion management (especially interested in doing the Master programme at Barcelona Business School or MBA/Masters at IFA Pais in cooperation with Polimoda) . How do I know it a certain university / business school / academy has the right to issue degrees? I do not want to pay a lot of money for a useless degree or can someone tell me more about UIBS or IFA Paris?

UIBS is quite notorious. It does not have the legal right to issue degrees. IFA Paris is a real, legal school, though not in the top tier. Your safest bet will be to ask the admissions team at the university where you studied for your undergraduate degree.

I can't imagine that an MBA program which does not require the GMAT would be worth your investment. If you are focusing fashion/luxury programs in Europe, you are in luck because there are a ton of them. You should start by researching the following programs:
HEC Paris
ESSEC
Alma Graduate School
Skema
INSEAD
IU Monaco (not an MBA but an MSc in Luxury and Fashion Management)
