I am an international student and looking for (12-18 months)MBA course near by Toronto Canada area. My budget is around $14-15K USD for tution fee. Are there any universities/colleges where MBA is offered? I am Ok to take addmission without GMAT score as welll if it is not an issue for getting canadian student permit. if yes, I am ready to take GMAT as well. What time courses starts and what is GMAT score requirement?
please suggest.

$15k USD for the whole program? I really doubt it.
The lowest you could go without getting a terrible education would be the Ryerson program - it's about $30k CAD. I think that even the Brock MBA program is more than that, roughly $40k CAD.
Of course, if you wanted to land a job after graduation, you'd be much better off with a ranked MBA program: Rotman, Schulich... Queen's even...
And as to your other question, the GMAT will be required for admission to any MBA program that's worth the investment.
