I'm searching 1 year MBA programs specialized in marketing in San Diego,California and especially in LA.
I'm getting ready to enter Toefl exam but I dont think that I will pass GMAT. so I'm looking universities without GMAT.

I don't think that there's anything based on all those requirements.
One-year MBAs are rare in the US, and you're not going to find many one-year MBAs that have a focus on a specific area of specialization.
You might want to look instead at Masters in Marketing programs, for instance, the Master of Science in Marketing at USC. You'll need to take the GMAT for that program, but it would definitely be worth it.
You used to be able to do a concentration in marketing at University of San Diego's MBA program, but that's two years and I'm not actually sure the marketing concentration is still being offered.
Of course, USC also has the fantastic IBEAR one-year MBA, but you're going to need to take the GMAT and it wouldn't have a focus in marketing...
