Generically, given that Buffalo is ranked in Businessweek and Manderson is not, Buffalo is the better choice for most students. However, this will depend on your career goals. Manderson has excellent placements in the manufacturing field, for instance, so if you had interest in this, or in working for one of the school's primary recruiters (Mercedes Benz), then that would change things.
But for more typical post-MBA career roles (finance/consulting/etc.) - SUNY is probably the better choice.

I think you'd be a hard sell at those schools, given your low GPA and low work experience. Missouri tends to admit students with 2 years of work experience, and indeed, you may have close to 2 years of experience by matriculation but the average GPA of the class tends to be in the 3.5.
Given that average GPA, they'll be looking for other qualities that can help offset their concerns about your academic performance. More work experience would help, as would extensive volunteer work or other outside leadership experience. Your GMAT score would be especially critical because if you could score strongly on the GMAT, this would help them see that you're ready to back to school.
The average GMAT is in the 650 range at Manderson, for instance, so if you scored in the 700 range this would help a lot.
