have You ever heard if there is an MBA program in the world that is focused on the topic of service quality management in service businesses? A program aimed at professionals in top positions at big retail and service companies such as restaurant, car sales, banking etc., that would bolster those professional understanding and perspective on how to sustain a high level of customer service in a business.

I don't think you could fill an MBA with just that topic. The Iowa CIMBA MBA in Italy seems very focussed on total quality management: that's the one that comes to mind for me.

I agree - that's far too specific of a topic for an MBA. Maybe OP could do a general MBA program and simply take specific relavant modules. I know that Durham has a module specifically designed around service management. NC State - Poole/Jenkins has a concentration in service management that might be relevant.
Otherwise, there are executive education offerings in this space that OP can consider - and which may address some of the specifics of leadership in service industries. Here's a three-day course at Durham called "Delivering Service Excellence:"
