I am canadian citizen, living in Toronto. Cyber security background and already have a masters degree (cyber security) from US state school with 4.0 GPA.

Is there any known universities offering 100% scholarship based on excellent academic and professional background? I already applied to Quantic where they transfered my application from MBA to EMBA based on number of years in industry. Also have applied to Tepper school hybird program however I have still not received decision.

I havnt dont the GMAT yet. My objective is to make network and to learn a little bit about business.

If your goal is primarily to network and "learn a little bit about business", then you might be better served by a local certificate program in business (e.g. UofT/York continuing education or executive programs).  



Quantic might not have the network in Toronto you are seeking.   Also, their EMBA is not free - it seems more like a bait and switch tactic.
