Save the 10k and attend a public University (if you want to go to Germany). That is tuition-free and the recognition is higher than IBC's (I am German and I had to google it).

It's less than 10k to learn German. Pass the DSH and then take a course in German?

Thanks Dan for the reply, Actually, I want to ask you another thing. do you thing I can get to good level in germarany in only 1 year ( If yes how many hour should I attend per week and how many days).
And do you see the offenburg is not worth it to pay the 10K. Do you think that after graduation from it I will not find a job. or even a job that covers what I paid. Thank for you support

Most large German universities will run a year long course to take people to the DSH level. That would be 18 or so hours a week for two semesters. However, it might not give you the accent reduction, conversational fluency or cultural soft skills that an employer would look for. That is a major benefit of taking an MSc in German: You would integrate much better than through a degree in English.
