I've read that pretty much all of the good options for tech MBAs are in the US, as you can't really find good programs outside of the States with a strong tech focus. Is this really the case? If not, any suggestions? Would INSEAD be good?

Use LinkedIn to see which schools are used by tech recruiters in your target county. It probably will be the leading schools in that country, not US schools.
