I'm looking to find an online MBA that
1. Recognizes my 3 year degree that I completed in Canada
2. Doesn't require GMAT
3. Under $10 K ideally in price.
Any help would be greatly appreciated,

In terms of accredited b-schools, there's probably not much that's less than 10k USD. And GMAT is mostly necessary. Depending on your goals, it might make better sense to take some free online classes from Coursera or another provider.

Let's remove budget. Is there an online MBA program (anywhere in the developed world), that recognizes my 3 year degree and doesn't require a GMAT.

Look in countries like Australia / New Zealand where three-year undergraduate degrees are the norm. Otago has an online MBA, that might be worth looking at.
Other than that, some schools with accept a 3-year degree in lieu of a 4-year degree, depending on where you went to school. It really depends, and many will not list this info on their website. Contact the ones you're interested in directly.
