UIBS is a terrible choice. Please save your money and find an institution that is allowed to legally issue academic degrees. There is a legal of legal Belgian degrees at http://find-mba.com/schools/europe/belgium
As for work permits, try https://www.google.co.uk/webhp?sourceid=chrome-instant&ion=1&espv=2&ie=UTF-8#q=belgium%20work%20permit%20internaitonal%20students

Take a look through those posts. In the case of the blue card, you will need a recognised degree (and UIBS will not be recongised, of course). Also see http://find-mba.com/board/general-forum/uibs-antwerp-does-anyone-have-experience--20050 and http://find-mba.com/board/europe/mba-at-uibs-and-timi-2152
But, yes, if you are not an EU or EEA citizen and if your partner's visa goes not give you automatically the right to work then you will need a work permit.
