The German state has a useful database that rates universities worldwide both by whether they are recognised in their own country, formally, and also whether they are comparable in quality to German universities. This "H+" level of compatibility is very useful, and it's used in deciding whether or not people quality under the EU Blue Card scheme.
I think Anabin is useful whether or not you are targetting Germany. It's a strong, independent assessment of quality. You can read more about the database and get a guide in English to using it, at:

Good info. This is very important for Non-EU students, because ANABIN helps them compare their past education credentials and check what is its German equivalent.
