i have been researching universities in Spain...
Carlos III in Getafe (near Madrid) is the cheapest accreditted program that I've come across. . It's 12,000 Euros.. I don't think you'll find much cheaper than that for a reputable program. You can also apply for a scholarship to get the price reduced: http://www.mba-master.net/en/financiacion.shtml

i think it may be difficult to find one for such a price in Europe - you can find a cheap one in Germany, but it would probably not be highly accredited. look at this university for example: http://www.hs-furtwangen.de/fachbereiche/w/english/c_mba/fees/?tg=0
it is only FIBAA accredited. i tend to agree with sally - you should search for an mba program which has good financing aid. something like Erasmus university in Holland(aka Rotterdam school of management - they have lots of financing possibilities listed on the site.

you might want to check eastern European MBAs, as they are cheap, and you can find some which are internationally accredited. it should cost you about 11-14 thousand dollars. read this article about mba programs in eastern Europe:http://www.find-mba.com/article/385/mba-programs-in-emerging-markets-eastern-europe

A good question is are you really interested in moving to another country if yes then you can find plenty of affordable MBA programs....with the money for fees your are looking, but what about the cost of living? Maybe you should consider an online-MBA?

2 things about the Carlos program that might be of interest to you:
1. Classes are offered in the evenings, so it would allow you to work during the day.
2. Spain would be a great place to study tourism.. huge industry there.
Another affordable option in Spain is UPF, or Universitat Pompeu Fabra. They are about the same price, but do not have the AMBA accrediation that Carlos does. However, they are in Barcelona.. so may be an option if you prefer that city. Here's their Web site: http://www.idec.upf.edu/mba/upf_fulltime_difference_en.php?op=2
