Hi there,
Windsor University is generally a very well-rounded university, but probably more reputable for its law school. If you're thinking of going to Canada, have you thought about Rotman (Toronto), Ivey (Western Ontario) or Schulich (York)? Rotman and Schulich are right in Toronto, so you'd be able to benefit more from being in the hub of the city for work/study purposes. But of course, Windsor is closer to the border, so it all comes down to what your preferences are in the end.

This is one of the least expensive MBAs around - $7,705 - and I think it's fair to say that Odette is not well known for good outcomes.

For loans take a look at http://en.wikipedia.org/wiki/Student_loans_in_Canada

What do you mean when you say "I am planning to move to Canada from toronto". Isn't Toronto in Canada?

PS Take a look at http://whichuniversitybest.blogspot.co.uk/2008/07/canadian-top-mba-best-payback.html

I don't understand how you found this to be difficult. Four semesters at the visa-bearing student rate: http://web2.uwindsor.ca/finance/fee-estimator/calculate-tuition.php?pc=GMAST&mc=BUS&st=F&fc=V&ys=&nc=&t=&r=&mp=
