Cantons are responsible for the registration of businesses. They do not accredit universities. That is done by the national accreditation body. VU is registered as a business. The letter says that it issues degrees but it can as easily say that a carpet shop sells carpets: it is not a statement that it has checked the quality of the carpets. Only the state accreditation body checks the quality. There is no dispute that VU does not issue degrees: the point is that it does not have the right to issue degrees with legal accreditation. That is why no-one takes it seriously (plus the fact that it doesn't seem to actually have any students in Switzerland).

Still not accredited as a university. Honestly, it is not trying to gain accreditation, so there's no chance that the situation will change.
