I am applying for a scholarship offered by the British council in Egypt for masters.it is called Chevening scholarships
The scholarship covers only 14000 £ . so I am searching for a one year full time MBA in the 20000 - 25000 £ budget.

I have to get back to Egypt for two years as per the scholarship terms but I am really open to any opportunities in EU - UK & Germany in particular - or in Canada after these two years.

So, my aim is to find an MBA that works for both Egypt and EU ( UK - Germany mainly) considering my budget. Hopefully, to get a chance to work during this year ( internship or part time job)

I have No GMAT.
My Professional Experience is 9 years in the field of pharmaceutical industry as Regulatory and Business development. which is more like project management. working for in one of the largest Companies.

My main interest is management studies , leadership and strategy, hoping to work in management and consultancy career.

I have thought about

In addition to Birmingham, I would suggest that you explore the MBA programs at Aston, Kent & Bradford as well since they are reputed programs & also match your budget requirements. Further, most universities would require a GMAT score for admit so I suggest that you take your GMAT.

You're asking a lot for a program of this caliber. Basically, you're looking for a broad network across several countries, along with great career support and name recognition...

Not to mention the unfortunate visa situation currently in the UK, and the fact that in Germany, they speak German, and without being on the ground there during your MBA I seriously doubt you'll have much luck in landing a job there after your studies.

Unfortunately, this will probably be too much to ask of the types of programs you're now looking at.

For better job potential all of these countries, you'll probably want an MBA program with a large network as well as good international mobility stats. So, basically, a program like LBS would be perfect, and would provide the leverage you need to switch countries.

Otherwise, I'd say just pick a strong program in a country where you would be most happy working. In the UK, one of the ranked programs, for instance, would be ideal: Oxford, Cambridge, etc.

And in Egypt you of course have AUC, a great program at a reasonable price.

So you are probably right .. I should choose which country I want to work in and then search for the most reputable programmes with in my budget.
I was wondering why it is harder now for foreigners to make UK working visa ? is the situation totally frozen ?

Well Brunel does have an MBA with a specialization in Healthcare Management with tuition cost for Sept 2015 £20,200. Another option you can look at is Coventry University which offers an MBA in Healthcare Management where the cost is around £14000.

The extra 6,000 sounds like a small price to pay for AMBA accreditation and a big London campus. Brunel is also a short distance from the GSK headquarters, just the other side of Southall.
