Long story short, my undergrad Gpa is terrible but my degree is from a top 30 global university. I have heard that Canadian schools are very stringent about the undergrad GPA requirements and surprisingly my friends from the IITs with great work ex got rejected because of an average GPA whereas I know students with a 9/10 from a local city University where you basically pay to get a degree get into a few good Canadian unis, without good work experience. To overcome my undergrad grades, I have undertaken an online Msc in management from UIUC and am on my way to a 4/4.
To put matters in perspective, I got rejected by Sheridan College in Canada for a diploma and got accepted by UIUC, Nova, UCD Smurfit, SMU Dallas, Arizona State University, FSFM, Trinity College Dublin, IE for a master's in management or related courses and imo the later are much better schools than the former.
My concern is that a lot has changed since undergrad days and tbh I am not really interested in an MBA but an MSc in finance or business analytics which would help me to target entry level roles but most of the British unis and Canadian unis that I talked to won't look past my undergrad grades no matter what I do. On the other hand the adcoms at top american and European schools (top 30 of the ft mba rankings) are encouraging me to apply to their MBA programs and are highlighting the pros in my application (lived and worked in 3 countries, speak 4 languages, moved abroad for undergrad, diverse work experience from analytics to consulting, great undergrad school and a good master's from a great state school with top grades (UIUC), great recommendations)). On the other hand I am receiving curt responses from places like the university of Manitoba and Victoria and Bath which just say if you have a B plus you meet our requirements and get an admit with no response on how to offset a low undergrad gpa. It seems frustrating that the lower down the rankings I move the more fixated the universities become with the GPA.
What Canadian schools to target with a poor GPA?

You have to see it from their perspective: these schools receive a *lot* of applications from international prospects, and many of them have above-average GPAs. If you tell them just that you have a poor GPA, they'll probably look at you as uncompetitive.
Completing your online degree might help to some degree but then you'll run into the issue of goals. The adcomms will see that you've already done a post-secondary business degree, and that you've applied to schools literally all over the world, and want to know what you are doing. It seems a bit haphazard, so focus your career goals.
Above all you'll want to get a strong GMAT score (and depending on how low your GPA is, you'll want to aim *well* above average). As much as schools might dislike a low GPA, they love a good GMAT score and it will help to offset their fears that you are not capable of succeeding in an academic setting.
