Yes, the quota system makes this complicated, and business schools seem to be less than forthcoming when discussing this as a risk.

They say, 'yes, it's great, you can hire international students and it doesn't cost that much,' but, nowhere do they say anything about H1B quotas. If I were an employer and I was considering hiring MBAs, I would certainly want to know about this risk.
