Is it possible that I can change the Program of study in germany after the first semester or can I change the collage as well ? or this is impossible or hard ?

You would need to apply as a new applicant.

if one is in Germany on a student visa, one would lose his/her visa with cancelling his/her studies, as the visa is tied to studies at the university mentioned in the visa accompanying documents.
