Do you have any significant consulting experience? If not, what type of consulting do you want to do? Most people in their late 40s/early 50s in a management consultancy would be around Principal/Engagement Manager or Partner level. You might be able to get in if you have a particular deep sector expertise that a firm is looking for. I've worked for a large consultancy just outside the Big 4 and the new hires in your age range were already very experienced consultants and perhaps more importantly, were experienced in consulting business development i.e. sales. 

I don't think many new hires are taken on in your age range at lower consulting levels as they are typically in their 20s and into early 30s. You could have a manager who was 15-20 years younger than you.

I was a senior manager at Deloitte. I'd say that if you are not someone who would be hired without an MBA, you would not be hired at associate level in a top (MBB etc) consulting firm at that age. However, if you want to leverage your utilities experience it might not be those firms.
