Here is a guy from China. I started my MBA application in April and missed almost all Tier-1 B-school. Fortunately, I was admitted to several schools which seem have reputation in EU.

Which program should I choose?

What are your goals? RSM or Imperial are probably the best schools on this list. Did you try ESADE or Manchester? Longer format could be better if you want to move to Europe.

Yeah, given that you won't learn French by September it's really RSM or Imperial. Start learning Dutch now, just in case Imperial say no.
