Interesting, I hadn't heard of this program before.
It's structured a bit like an executive MBA program. It says that the program takes place over a year, in 9 week-long modules, in "various SEE capitals."
I'd be curious to know where the program meets - maybe Budapest, Belgrade, Vienna, etc.? Could be interesting for students with eastern European ambitions.
