According to an HKUST press release, the program will initially be offered to employees of Saudi Aramco; however, over the longer term, the school plans to offer it to employees of other companies in the region as well.

The program takes place over 26 months in a part-time, modular format. For the first and final courses, students will fly into Hong Kong, while the other courses will take place on the Saudi Aramco premises in Ras Tanura, Saudi Arabia.
