The study is online for both .

I am not sure what your goals are. I'm not sure UEL gives you much more educationally.

Neither of those courses is really focused on helping you to set up your own business. If you want to start your own business, why do you need an accredited degree? A few options:
If you want to stay in construction, look at Emeritus: https://programs.emeritus.org/pgdcm/ 

If you want to understand how to set up your own business, the IIM in Bangalore has a great MicroMasters: https://www.edx.org/micromasters/iimbx-entrepreneurship and Maryland has a strong specialization certificate: https://www.coursera.org/specializations/business-entrepreneurship#courses 

If you want a nationally-accredited management degree, UoP and UEL both meet your needs.

The Emeritus is just Diploma , While I checked with UEL they have master of construction management . 
I started already at Coursers for small course , it marketing  from ILLINOIS  . 
The two option that you mention here , it will be my next plan . 
as it is self study and it is need slowly to build business background . 

but im still need to choose now one from online master 

Good luck! I am not really sure why you need to chose an online master.
