What are your goals? Your budget will allow you to do a good MBA outside your target countries, or a good specialised masters in the UK or France, or a really terrible MBA at a very weak school in France of the UK.

i want to do an MBA in marketing, but i don't want to specialize in marketing i still want to study the other subjects. do you have any suggestion regarding schools?

If you are happy to study outside the UK, then U3CM or the CEU are great. But many masters in marketing also include the core management courses.

There is not a good MBA within your budget. There is a very low cost option in France, keenly targetted at people aiming to return to Asia, which is CNAM at 19,000 - http://iim-en.cnam.fr/mba/mba-part-time-and-full-time-172324.kjsp - but that is still above your budget. If you wanted to have a chance of finding work in France then you'd be better off taking an intensive French course at a state university and then a specialised masters at one of the grandes ecole.

Thanks for you advice, but i'm not planning to work at france after mba, i'll return to Egypt, and what do you mean by CNAM targeting Asia ?
And how do you tell if MBA is good or not ?, i mean what's your criteria, or what things to look for when i'm searching for an MBA ?

I mean that students on the CNAM MBA are typically from, and will return to, Asia.
The best sign of quality is appearing in the FT, Economist and QS rankings. After that, accreditation by AACSB or EQUIS. After that, AMBA accreditation. The Eduniversal ranking is a bit odd, but that is also useful.
If you want to return to Egypt then I would certainly look at better schools with lower costs. The CEU and U3CM are great schools with huge subsidies. I would also consider the US-style private universities in Turkey (look at the three top-tier schools http://www.eduniversal-ranking.com/business-school-university-ranking-in-turkey.html). The Koç University MBA program is around 13,500 euro and I would tend towards that, since the option of the third exchange semester, the high standing of Koç and its greater awareness of the challenges you might face in Egypt.

Thanks you are very helpful, and after your words, i consider masters in marketing, but does it have the same worth as MBA with employers, and with my budget can i find a good school, accredited or ranked??
unfortunately Turkey isn't an option for me due to political issue with my country, it will very hard to travel.
Thanks and i know i asked you so many questions and i do appreciate your help.

An MSc from a great school will be worth more than an MBA from a weak school. Given your limited budget, your options are either good MBAs in other locations, or MSc degrees. I think the CEU MBA could be a slightly better fit for you than UC3M, but these are both excellent universities with internationally-accredited MBAs.
In terms of MSc options in France, I would strongly recommend the ESSEC SMIB degree - http://www.essec.edu/programs/advanced-masters-programs/mastere-specialise-in-strategy-and-management-of-international-business/program/overview.html
In the UK, an MSc can be a strong option. Look at schools like Aston, Birmingham, Bradford, ESCP Europe, Lancaster, and Strathclyde.

ESSEC is in France, and that school has both the EQUIS and AACSB accreditations I mentioned earlier. It is also accredited by the Conférence des Grandes Ecoles.
