Is MS better than MBA after engineering in germany?

few details:
mechanical engineering student.
future plan: planning to develop business in Germany in future.
completed German language level 1
planning to complete level 2
confused if MBA from German college, that too colleges offering admissions without any experience would help?
any scope for no experience MBA holders in Germany?
if anyone could also guide about what to prefer, MBA or MS for business career ahead in EUROPE.
could anyone guide about German b-school of great academic career and having no experience criteria
advices,respected.

Because international accreditation of MBAs in Europe requires work experience, you should take an MSc if you do not have work experience. Take a look at:-

Duncan's right, though: language skills will be of primary importance. What do you mean by "level 2?" Is that A2?

Fortunately Germany is pretty good in terms of residency visas: if you're able to get a job post-graduation where you make at least 4k EUR a month (or around there...) you can apply for the EU blue card. Not a bad deal. There are few skilled jobs for those who don't have professional-level German skills though.
